The Committee unanimously agreed that the following replies

should be made to the questions put:-

The recommendation in paragraph 2(a) was not an indication of

an essential measure to ensure the success of the policy suggested

in paragraph 1(b) as the advisability or otherwise of that policy

was not reported upon. The recommendation was an indication of an

essential measure to secure the success of the scheme. The Committe

considered that, if the most profitable bars in the Central

District were permitted to remain in competition, no money would

be forthcoming to support the scheme. See paragraph 3 of the

report *The Committee consider it to be impracticable, if the

Trust is to succeed financially, that any public houses should be

allowed to remain in competition".

With regard to His Excellency's final query the Committee were

of opinion that, as the large hotels made a substantial profit, the

Trust, with a few houses only in place of the many existing at the

date of the report, must also make a substantial profit; whereby,

incidentally, both the shareholders and the Government would be

benefitted. They considered it practicable that the Trust should

take over all bars, more especially in view of the advice of the

Law Officers regarding the question of compensation.
